Water Payments

For many years, the Village has enjoyed a very favorable price for its purchase of water from Winnetka, our wholesale water supplier. In fact, Northfield has had one of the lowest wholesale water rates in the northern suburbs. This was thanks to a 30 year contract our Village entered into with Winnetka in 2003, establishing an initial wholesale rate of $10.17 per 1,000 cubic feet of water. This price was arrived at based on the average rate of water supply agencies in the area. The contract provided for annual increases in years 1 through 14 of the agreement, based on either the Consumer Price Index (CPI) or 4.5%, whichever was less. At the present time, the Winnetka wholesale water rate is $12.94 per 1,000 cubic feet.

The Winnetka contract further provided, however, that in 2018 the water rate would be reset based on the average rate of water supply agencies in the area. The time to reset has come. In the past several years, water rates across the country have increased substantially as suppliers face growing infrastructure needs. This increase is reflected in the increased rates charged by local water supply agencies. Winnetka recently completed a study of the condition of its entire water distribution system.  The study recommends that, in order to cover the cost of keeping the Winnetka system functional, Winnetka increase its own residential rate by 70% over the next eight years.  Based on all of these factors, Winnetka is increasing its wholesale water rate to Northfield to $21.00 per 1,000 cubic feet.   Because Winnetka is increasing the cost of its water, Northfield must increase its rates by 15% to $8.74 per 100 cubic feet, effective May 1, 2018.  
It is important to note that this adjustment covers only the increase in the wholesale water rate and does not provide any additional revenue for operations, maintenance, or capital needs. Over the next year, the Village Board will undertake an extensive study of our water and sewer systems to assess the impact of recent system improvements and to develop a 10-year capital replacement plan.     

Notwithstanding the rate increase, our contract with Winnetka has some positive aspects: Northfield will still have one of the lowest water rates in the Chicago area. Wholesale rate increases for the next 15 years will be capped at 4.5% or the CPI, whichever is less. Notably, over the past 15 years the CPI has averaged 1.75% - only in 2008 did it exceed 4.5%. Most importantly, Northfield will continue to enjoy access to a secure and dependable source of quality water for another 15 years.   

Water and sanitary sewer service is billed quarterly. If your payment is late there is a 10% late fee applied to your bill. Water and sanitary service payment can be deducted directly from an account holder’s checking or savings account or credit card. To set up auto-pay for your account, complete this Authorization Agreement. Auto-pay has begun when “Autopay on MM/DD/YY” appears on your water bill, and will continue until a written cancellation request is filed.

Online Account Management

Visit the Village’s water and sanitary service online account management system here. This system features the ability to view account balances, water usage history, and payment history. In addition, account holders can pay bills online using a credit card.

If you are using the system for the first time, enter your 12-digit account number as the log-in and password. You will then be asked to complete a brief registration and change your account password. The Village will process the registration and notify you by email that the account is established and ready for secure access.
